The document is addressed “Berliner!”, below which is the text which states “Every capable-bodied person should join the citizen guard to protect family and property!”. The leaflet assures the potential volunteers that there will be no political combat (“Kein politischer Kampf“), and that any deployment will be restricted to the volunteer’s own residential district (“Verwendung nur im eigenen Wohnbezirk”), with the promise of guaranteed accident and survivor benefits (“Unfall- und Hinterbliebenenversorgung geregelt”). The leaflet lists multiple physical district registration addresses across Berlin, and it includes a lower tear-off/fill-in section (“Hier ausfüllen, abtrennen…”) where a citizen signs a pledge to report immediately upon an alarm for maintaining peace and order under the recognized government.
