The document is the cover of the publication of the U.S. Army Stockade, manned by personnel of the 8044th Army Military Police Detachment,  in Tokyo. The document is approximately 8 inches by 10-3/4 inches. The document was mounted to the inside cover of a binder which apparently contained the tool list for the prison’s single punch press. “Chotto Matte” is a Japanese phrase meaning “Wait a moment”.
