Bard (NSN: 0-21493), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Operations Officer on the Staff of Commander Service Squadron, South Pacific Force, from 19 November 1943 to 25 May 1944. During this period, Captain Bard scheduled the movements and initiated routing orders for all service squadron vessels in the area.
